When I try to import references from Web of Science, some of them appear in CAPITAL LETTERS ONLY.

This is a known problem with the Web of Science database.

Some entries from the mid-1980's and early 1990's were entered in this way.  To resolve the problem you could export from the service as a text file and then open this in Microsoft Word.  You can then use the Change Case option to make the appropriate changes to the text file.

It should then be possible to import the resulting file back into your bibliographic software with the appropriate capitalisation.
