When creating a database, is it possible to get the MOL_ID to start from a specific value or to take a particular form, rather than always needing to start from 1?

No.  The MOL_ID is only guaranteed to be unique, not in order.  If you need something to be in order, you should not use the MOL_ID field.  You should create your own field instead.
